The problem
Government procurement rewards vendors who can prove capability live, not describe it in a document, and the technical bar is set by federal control requirements before a single feature is judged. Winning meant building a product that could stand up to FedRAMP-aligned scrutiny and putting someone in the room to defend it in front of the City of Los Angeles.
